7. All (2 groups undecipherable) country is of course controlled by the Chinese and Americans have a hand in it too. Without agreement with both it will probably be impossible for even bare minimum personnel to move into Hong Kong under any circumstances. A few might conceivably get themselves smuggled through but even this is a forlorn hope. A better bet in my opinion would be to despatch an advanced party of civil affairs unit to the colony from outside China by sea or air the necessary (? facilities) for it's arrival being given by a high grade agent, previously planted there for the purposG

To sum up, our military position in China is now so difficult and procerious, that in our opinion, it is essential that any project of this nature, if it is to have any hope of success, must (repeat must) be previously cleared with both Chinesc and Americans and at highest level. It would be uscless to approach Wedemeyer on subject initially, since he sticks rigidly to his directives and would merely refer the matter to Washington.
